DRAFT LOCAL PLANNING POLICY

TEMPORARY/TRANSIENT WORKFORCE ACCOMMODATION

 

Notice is hereby given that the Shire of Narrogin has recently accepted the Draft Local Planning Policy on – Temporary/Transient Workforce Accommodation.

The purpose of the draft policy is to provide a clear and robust framework for the assessment and management of workforce accommodation proposals within the Shire. The policy has been developed in response to increasing demand associated with large-scale infrastructure projects such as wind farms, solar farms, and battery energy storage systems, and addresses both short-term needs and long-term community planning objectives.

The policy seeks to:

  • Align with Local Planning Scheme No. 3 (LPS3) and relevant State Planning Policies, including the WAPC’s Position Statement on Workforce Accommodation;
  • Identify preferred locations and zoning, with a focus on proximity to the Narrogin townsite and strategic land such as the Shire’s Inglobo residential land;
  • Ensure infrastructure contributions for essential services (e.g. sewer, water, electricity);
  • Support transition into legacy housing solutions, such as over-50s lifestyle villages;
  • Promote integration with existing land uses and avoid long-term planning and social challenges; and
  • Provide a legally defensible framework informed by planning best practices and case law.

The policy aims to balance industry workforce requirements with Narrogin’s long-term planning goals, ensuring any temporary accommodation developments deliver enduring benefits to the community.

Written submissions are invited and should be addressed to the undersigned, to be received before 4:00 pm on Friday 16 May 2025. Your valuable input may be sent in writing or via email.

Following the conclusion of the consultation period, all submissions will be considered, and a report will be presented to Council for determination of the policy, with or without modifications.
