REGISTERS
The Shire of Narrogin is committed to being open and accountable in the areas of transparency, disclosure and public accountability. With this the Shire maintains the following registers available to the public:
Pursuant to the Local Government Act 1995 S5.89A, S5.103 and Local Government Administration Regulations 1996 Reg. 28A.
S5.89A(2A), 5.87C(2) - Declarations by Elected Members and Employees of the Shire, above the prescribed threshold, must be made to the CEO and/or Shire President (if the declarant is the CEO) within 10 days of receipt and reported online with 10 days of disclosure.
This register is posted to the Shire Website within an expedient time pursuant to Local Government Act 1995 Reg. 5.89A.
The Local Government (Elections) Regulations 1997 require that a donor or candidate to a Local Government election must disclose a gift made or received during the disclosure period, as defined under Part 5A with respect to Local Government Elections.
This register records all complaints against Elected Members that result in a finding under Section 5.121 of the Local Government Act 1995.
In accordance with the Local Government Legislation Amendment Act 2019, the legislation requires the entire Register of Financial Interests to be published on the local government's website.
Section 5.88(2) of the Local Government Act 1995 requires that the Register contains:
- Primary (s5.75) and Annual Returns (s5.76) only for current relevant persons (i.e. Council Members and Designated employees) (subject to s5.88(3) and
- Elected member direct financial, indirect financial and proximity interests disclosed at meetings (s5.65) and
- Employee direct financial, indirect financial and proximity interests disclosed relating to delegated authority (s5.71) and
- Will require the CEO to disclose interests relating to gifts in accordance with advice or reports provided directly or indirectly to the council or a committee (s5.71A)
Note the register contains disclosures made since January 2016 and will be updated on a monthly basis.
Pursuant to Local Government Act 1995, Section 3.57 and Local Government (Functions and General) Regulations 1996, Part 4, Div 2 r.17.
This register is updated to the Shire Website no later than 14 July of each Financial Year, pursuant to Local Government Act 1995, S5.96A and Reg 29C(2)(f) & (5) of the
Local Government (Administration) Regulations 1996 and includes all fees, expenses and allowances paid to each Elected Member for the financial year.
Annual Report of Training completed by Elected Members
Pursuant to Section 5.127 of the Local Government Act 1995:
(1) A local government must prepare a report for each financial year on the training completed by council members in the financial year.
(2) The CEO must publish the report on the local government’s official website within 1 month after the end of the financial year to which the report relates.
Note the register contains training undertaken since July of the preceding financial year and is updated on a monthly basis.
