Local Planning Framework
The Shire of Narrogin’s local planning framework outlines how land within the Shire may be used and developed. Planning decisions are guided by a hierarchy of documents including the Local Planning Scheme, State Planning Policies, Local Planning Policies, and the Local Planning Strategy. This page explains what these documents are and how they relate to each other.
Local Planning Scheme No. 3
Local Planning Scheme No. 3 (LPS3) is the primary statutory planning document for the Shire of Narrogin. It is prepared under the Planning and Development Act 2005 and applies to all land within the Shire.
LPS3 zones land into categories (such as Residential, Commercial, and Rural) and specifies which land uses are permitted, discretionary, or prohibited within each zone. The Scheme also contains specific development standards, including building setbacks, building height limits, car parking, and access requirements.
Compliance with the Scheme is mandatory unless explicitly stated otherwise within its provisions.

State Planning Policies
Certain State Planning Policies (SPPs) are directly incorporated into Local Planning Scheme No. 3 and carry the same statutory weight as the Scheme itself. These SPPs may apply depending on your property’s zoning and location, and include:
State Planning Policy 7.3 – Residential Design Codes (R-Codes) (Clause 4.1.1) – Applies to residential land where an R-Code density is assigned.
State Planning Policy 3.6 – Infrastructure Contributions (Clause 4.3.1)
State Planning Policy 2.5 – Rural Planning (Clause 4.5.1)
State Planning Policy 3.7 – Planning in Bushfire Prone Areas (Clause 4.5.1)
Local Planning Policies
Local Planning Policies are documents created by the Shire to provide additional guidance on specific planning matters such as sheds, fencing, signage, or rural development. These policies must align with Local Planning Scheme No. 3 and do not override or amend the Scheme or the Residential Design Codes.
Some existing policies refer to the former Town Planning Scheme No. 2, however, it is still used by staff to guide applications submitted under the current scheme.

Local Planning Strategy
The Local Planning Strategy sets long-term strategic directions for future land use, growth, and infrastructure provision across the Shire. It provides context and guidance for rezoning proposals, infrastructure planning, and structure plans but is not directly used to determine individual development applications.
