Shire of Narrogin Commences Expression of Interest Process for Narrogin Regional Homecare Services
At its meeting on 24 September 2025, the Shire of Narrogin Council resolved to commence a public Expression of Interest (EOI) process for the potential transition of Narrogin Regional Homecare Services to an external, accredited aged care provider.
This decision reflects the increasing demand for services, the changing Commonwealth funding environment and heightened regulatory requirements in aged care with the implementation of the new Aged Care Act 2024 and Support at Home from 1 November 2025.
Shire President Leigh Ballard said Council’s focus is to ensure the long-term sustainability of quality homecare services for the community, while maintaining strong local employment and a base of operations in Narrogin. Council is very conscious of the potential impact on clients, families, staff and volunteers.
“We understand this is a sensitive and at times contentious issue. Many older people understandably fear change and our employees and volunteers are deeply committed to the people they care for,” Mr Ballard said.
“Council’s priority is to ensure continuity of high-quality care, protection of local jobs and a seamless transition if this process does result in a transfer. We will only consider a provider that can demonstrate strong local presence, proven quality and compliance with Commonwealth standards,” he said.
Under the Council resolution, the Shire will:
- Publicly advertise the Expression of Interest for a 60-day period on the Shire’s website and social media.
- Directly approach approved home care service providers accredited under the Aged Care Quality and Safety Commission.
- Provide Council with a full evaluation report and recommendation on all submissions within one month of the close of the EOI period.
Shire Chief Executive Officer Dale Stewart said no final decision has been made to transfer or sell the service.
“The EOI process is simply an exploration of options. Council will only move forward if we are satisfied that continuity, quality, and protection for our clients, staff and volunteers can be absolutely guaranteed,” Mr Stewart said.
